Once you set the tag, just use [i4w_hidefrom] with that tagID and wrap it around the survey link.  You could also set a tag 'after' they have actually completed the survey, so it isn't the first time they log in, but it gets hidden after they actually respond.

Tosh, that sounds like a cool thing.  I don't know if bob will do one, but I'm pretty sure that you could cobble one togther using the usergen shortcodes.  Create a tag in your IS, then set the tag after the first time log in.  Then just put some logic that looks for logged in and has/has not that tag.
